A Municipal Law Veteran

Ms. Skipper served as the county attorney during former Paulding County Commission Chairman Jerry Shearin’s eight-year term. She accepted the position in January 2015 under Chairman David Austin’s administration, and she followed that as the county attorney until the end of 2018 for Chairman Dave Carmichael. She has experience with government litigation issues, including employment law, eminent domain, ordinance drafting and interpretation, as well as tax appeals.

Dedicated To Helping Children

Throughout her career, Ms. Skipper worked to safeguard the legal interests of children, including as a guardian ad litem in superior court actions. She also served as the associate juvenile court judge for the Paulding Judicial Circuit and as judge pro tem for the same circuit from July 2002 to January 2015. During this time, she presided over hearings concerning delinquent matters, dependency matters, contempt, and related cases concerning children’s rights and interests.
